We are seeking a motivated and detail-oriented Program Control Analyst to support financial and program operations for a government contracting client in Huntsville, AL. This role involves working across project planning and control, variance analysis, and financial monitoring—playing a key part in the success of complex federal programs. The ideal candidate brings experience in federal procurement, program finance, and is familiar with various contract types including CPFF, LOE, FPLOE, FFP, T&M, and IDIQs.
Key Responsibilities
Interface daily with program managers, finance, accounting, contracts, subcontracts, procurement, and external stakeholders to address program-related financial issues
Analyze contract terms and provide financial oversight to track and monitor program performance
Maintain program budgets in Deltek Costpoint
Monitor labor and travel charges each pay period, flagging and resolving discrepancies
Review employee travel expense reports and work with travel coordinators to ensure policy compliance
Process subcontractor and consultant invoices, ensuring proper coding and managerial approval
Compile and distribute weekly cost reports
Update monthly reports for program managers, including actuals and contract modifications
Prepare semimonthly program control center (PCC) analysis reports
Provide backup support for time entry across multiple systems and companies
Contribute to quarterly forecasts, monthly revised estimates (LREs), and Estimates at Completion (EACs)
Participate in budget (spend plan) development and analyze funding profiles
Conduct cost, schedule, and contract variance analysis
Manage purchase requisitions and monitor subcontractor costs
Support proposal pricing, cost modeling, and financial analysis for RFP responses
Prepare and reconcile customer invoices
Qualifications
Required Education & Experience:
Bachelor’s degree in Finance, Accounting, Business, or a related discipline
Minimum of 3 years of relevant experience in federal government contracting
Required Skills:
Strong background in program control, financial tracking, cost estimating, or accounting
Experience with billing and invoice preparation using Deltek Costpoint
Ability to analyze and manage large data sets in Excel and create executive-level reports
Working knowledge of federal contracting regulations (FAR, DFARS) and general accounting principles
Solid understanding of the full contract lifecycle—from proposal through closeout
Effective time management, organizational, and communication skills
Proficient in Microsoft Office Suite, especially advanced Excel functions
Ability to multitask and work both independently and collaboratively in a deadline-driven environment
Desired Skills:
Advanced knowledge of Deltek Costpoint
Familiarity with preparing pricing for RFPs and contract negotiations
